Surely Scully would quote the biggest number he could for the installed base, so I presume his 6 million figure in 1990 would include international sales.

The sources I looked at don't mention foreign versions, and I guess that would only change things by a few percent - at least in the early days. I presume the IIgs 1 million limit is global, but a potentially big variable might be international IIe numbers.
